RBAF COUNSELLING CENTRE
BACKGROUNDRBAF
Counselling Centre was officially established on 3 March 2003. At the
early stage, the Centre functions in collaboration with ‘JPKN ABDB’ to
counter drug abuse issues within RBAF. Now with 4 new branches, namely
drug rehabilitation, training and research, counselling and
para-counselling, and family development, the Centre has been pro-active
in addressing various issues pertaining to personal issues, career and
family. Currently, there are 1 professional counsellor and 11 trained
counsellors.VISIONThe Centre’s vision
is to become a professional organisation in the military setting
contributing towards quality enhancement, status, self-worth, integrity
and potentials of personnel in RBAF/ Ministry of Defence besides family
members through counselling service, psychology and associated
programmes.MISSION The Centre’s mission is to enhance the harmony of its personnel through:1. Mobilise knowledge and skills in counselling to all levels. 2.
Provide assistance in any efforts towards application of scientific
knowledge in the counselling field in shaping quality and effective
military personnel. 3. Enhance professional development of members through education, trainings and research.OBJECTIVESThe Centre’s objectives are: 1. To make counselling a respected profession.2. Assist in enhancing RBAF profile through counselling service.3. Provide service to contributive personnel. 4. Empower personnel’ s mental and emotional readiness. 5. To reap benefits of relevant counselling and psychology principles to fulfill the military requirements. ROLES
In
achieving the Centre’s objectives, population of the Ministry of Defence
and RBAF, from time to time, are convinced that counselling is an
assisting communication process that uses psychological principles, with
the potential and capability to: prevent from actions that can
compromise the individual/ group and family; expand self potential/
group and family to attain optimum development level; rehabilitate
condition of self/ group and family that might have gone off course from
the life’s path; to resolve crisis faced by clients, group and family
at specific juncture of their lives; conduct discussion for individual/
group and family that requires it.
SERVICE
The Centre renders services like:
1. Provide counselling service for individuals, couples, marriage, family and groups facing various problems. 2.
Execute rehabilitation programmes for personnel whom have tested
positive in the Internal Urine Test and those personnel admitting
voluntarity of involvement in misuse of drugs. 3. Conduct counselling course, individual developmental programme, and psychological assessment for RBAF personnel. 4. To recruit, train and support the development of RBAF para-counsellors. 5. To provide counselling helpline for the entire personnel and their family members. 6. To render psychological preparation service for retiree.
ACTIVITIES
Other
than providing counselling service, the Centre has held numerous
courses or workshops relating to counselling, drug rehabilitation
programme; continuing education programme for RBAF para-counsellors;
motivational talk for RBAF personnel; adventure-base counselling and
sport counselling; and counselling consultation service, working visits
and clinical attachments with external agencies.
Among the
government departments provided with the Centre’s services include
University Brunei Darussalam, Schools Department, Counselling and Career
Guidance Unit Ministry of Education, Community Development Department
Ministry of Culture Youth and Sports, Family Advise Service Section
Ministry of Religious Affairs, Royal Brunei Police Force, Narcotics
Control Bureau, Al-Islah Rehabilitation Centre, Prisons Department, and
Ministry of Health.

From
time to time, the Centre also follows relevant courses for the
professional development of its members like Critical Incident Stress
Management (CISM): Group Crisis Intervention, Sydney, Australia;
Advanced Group Crisis Intervention: Strategies and Tactics for Complex
Situations, Sydney, Australia; Couching and Counseling in the Workplace,
Bandar Seri Begawan, Brunei Darussalam; International Military Testing
Association (IMTA) Conference, Singapore; Neuro Linguistic Programming
(NLP) – Creative Counselling, Bandar Seri Begawan, Brunei Darussalam;
National Seminar on Counselling from the Islamic Perspectives, Langkawi,
Malaysia; and Counselling Seminar-cum-Workshop, Bandar Seri Begawan,
Brunei Darussalam.
PUSAT KAUNSELING ABDB LATAR BELAKANG
PK
ABDB secara rasminya ditubuhkan pada 3 Mac 2003. Di peringkat awal PK
ABDB berfungsi bersama JPKN ABDB bagi menangani gejala penyalahgunaan
dadah di dalam ABDB. Kini dengan empat buah cawangan iaitu pemulihan
dadah, latihan dan penyelidikan, kaunseling dan parakaunseling, dan
pembangunan keluarga, PK ABDB telah bergiat aktif menangani pelbagai isu
peribadi, kerjaya dan juga keluarga. Pada masa ini, ABDB mempunyai
seorang kaunselor profesional dan 11 orang kaunselor terlatih. VISI
Visi
PK ABDB adalah untuk menjadi organisasi profesional dalam seting
ketenteraan yang berbakti pada meninggikan kualiti, taraf, harga diri,
integriti dan potensi anggota ABDB/Kementerian Pertahanan dan keluarga
mereka dengan memberikan khidmat kaunseling, psikologi dan program yang
berkaitan. MISI Misi PK ABDB adalah untuk menjana kesejahteraan anggota dengan cara:
1. Memobilisasikan pengetahuan dan kemahiran kaunseling di semua peringkat.
2.
Memberikan bantuan dalam sebarang usaha mengaplikasikan pengetahuan
saintifik dalam bidang kaunseling ke arah pembentukan anggota tentera
yang berkualiti dan berkesan.
3. Meningkatkan perkembangan profesional ahli-ahli PK ABDB melalui pendidikan, latihan dan penyelidikan. MATLAMATMatlamat PK ABDB adalah:1. Menjadikan kaunseling sebagai satu profesyen yang dihormati.2. Membantu meningkatkan profil ABDB melalui khidmat kaunseling.3. Memberikan khidmat bakti kepada anggota yang berbakti.4. Memperkasa kesediaan mental dan emosi anggota.5. Memanfaatkan prinsip kaunseling dan psikologi yang relevan bagi memenuhi keperluan ketenteraan.
PERANANUntuk
mencapai matlamat ini, warga Kementerian Pertahanan dan ABDB dari semasa
ke semasa diyakinkan bahawa kaunseling adalah suatu proses perhubungan
menolong yang menggunakan prinsip-prinsip psikologi, ia mempunyai
potensi dan keupayaan untuk: mencegah daripada melakukan apa saja yang
boleh menjejaskan individu/kelompok dan keluarga; mengembang potensi
diri/kelompok dan keluarga bagi mencapai tahap perkembangan yang
optimum; memulih keadaan diri/kelompok dan keluarga yang mungkin
terbabas dari landasan hidup yang sewajarnya; melerai krisis yang
dihadapi oleh klien, kelompok dan keluarga pada ketika-ketika tertentu
di dalam hidup masing-masing; mengendalikan perundingan bagi
individu/kelompok dan keluarga yang memerlukan. KHIDMAT PK ABDB memberikan khidmat seperti berikut:1.
Memberikan khidmat kaunseling individu, pasangan, perkahwinan, keluarga
dan kelompok bagi anggota yang menghadapi pelbagai masalah. 2.
Melaksanakan program pemulihan bagi anggota yang didapati positif dalam
Ujian Air Kencing Dalaman dan anggota yang mengaku secara sukarela
terlibat dengan penyalahgunaan dadah. 3. Menjalankan kursus kaunseling, program pengembangan insan, dan penilaian psikologi ke atas anggota ABDB. 4. Merekrut, melatih, dan menyokong perkembangan parakaunselor ABDB. 5. Menyediakan talian (helpline) kaunseling untuk seluruh anggota dan keluarga mereka. 6. Memberikan khidmat persediaan persaraan dari segi psikologi. KEGIATANSelain memberikan khidmat
kaunseling, PK ABDB banyak mengendalikan kursus atau bengkel yang
berhubung kait dengan kaunseling; program pemulihan dadah; program
pembelajaran berterusan untuk parakaunselor ABDB; ceramah motivasi untuk
anggota ABDB; kaunselling berasas penggembaraan dan kaunselling sukan;
dan konsultasi khidmat kaunseling, lawatan kerja dan penempatan klinikal
dengan agensi luar. Di antara Jabatan-jabatan kerajaan yang
pernah mendapatkan khidmat PK ABDB adalah Universiti Brunei Darussalam,
Jabatan Sekolah-Sekolah, Unit Kaunseling dan Bimbingan Bakat Kerja
Kementerian Pendidikan, Jabatan Pembangunan Masyarakat Kementerian
Kebudayaan Belia dan Sukan, Bahagian Khidmat Nasihat Keluarga
Kementerian Hal Ehwal Ugama, Pasukan Polis Diraja Brunei, Biro Kawalan
Narkotik, Rumah Pemulihan Al-Islah, Jabatan Penjara, dan Kementerian
Kesihatan. KURSUSSetelah lebih 6 tahun beroperasi, PK ABDB kini menawarkan kursus-kursus seperti berikut: - Program Pemulihan Dadah (KID).
